Mr. Whelan is the Director Contracts & Regulatory Oversight at DRUGSCAN®. He has been in that position since 2002. He has over 23 years experience in the transportation industry specifically in the areas of Human Resources, employment litigation, substance abuse testing, training and management.
Mr. Whelan initiated one of the first corporate drug-testing programs in 1983 and participated in drafting the drug and alcohol testing language of the National Master Freight Agreement (NMFA) Article 35, Section 3 & 4 which covers over 100,000 unionized truck drivers across the United States. Mr. Whelan has served on numerous occasions as an “Expert Witness” involving 49 CFR Part 40, 382,655,199 and 46 CFR Parts 16 & 4 in labor/litigation procedures. He is an expert in all aspects of the federal transportation drug and alcohol programs, has conducted numerous employee and supervisor training programs and is a Certified Breath and Alcohol Technician (BAT).
Mr. Whelan is a graduate of Rutgers University and is a past advisory member of the “Partnership for Drug Free Workplace”.
